TargetED Solutions K12, LLC was co-founded by two leaders whose careers span the classroom, campus and district administration, regional educational leadership, and public service. Together, Dr. Jose Alberto Garza and Mrs. Ellie Torres bring more than five decades of experience—and a firsthand understanding of the opportunities and challenges facing schools and the communities they serve.

Dr. Jose Alberto Garza brings more than 25 years of experience turning complex educational challenges into clear, actionable strategies. His career across teaching, campus leadership, district administration, and regional performance reporting gives him a rare perspective on what it takes to move from identifying a need to achieving measurable improvement.

With deep expertise in school accountability, assessment, data analytics, and performance reporting, Dr. Garza helps educational leaders look beyond the numbers to understand the students, systems, and instructional decisions behind them. His approach connects rigorous analysis with practical school improvement—equipping districts and campuses to set ambitious goals, monitor progress, and make informed decisions with confidence.

Mrs. Ellie Torres

35+ Years of Educational Experience

Mrs. Ellie Torres brings more than 35 years of experience in educational leadership, student opportunity, and public service. Her background includes leadership in GEAR UP and College, Career, and Military Readiness (CCMR), along with service in school board governance and city and county government.

Currently serving as a County Commissioner, and drawing on her previous experience as a board member, Mrs. Torres brings a powerful understanding of how education, governance, and community priorities intersect. She knows that lasting student success depends not only on strong schools, but also on thoughtful leadership, meaningful partnerships, and communities working toward a common purpose.

At TargetED Solutions K12, she brings a valuable perspective that bridges educational strategy with civic leadership—helping ensure that improvement efforts remain responsive to the people and communities they are designed to serve.
